
OceanSTAR Elite (OSE) has officially marked the start of construction for the Block B Floating Storage and Offloading vessel (FSO) with the successful completion of its Steel Cutting Ceremony on 19 December 2025 in Nantong, China. The milestone event was attended by key stakeholders, including representatives from PQPOC, PTSC, OceanSTAR Elite, ABS, StrongWind Shipyard, and officials from the Nantong Innovation Zone Government, reflecting strong collaboration among the owner, project partners, classification society, shipyard, and local authorities.
The Block B FSO forms a critical component of Vietnam’s integrated gas field development program. Its hull is the second unit built using OSE’s AiP-approved standardized design, the GH200 “Generic Hull,” developed under the “Design-One, Build-Many” philosophy aimed at improving efficiency, reducing risks, and ensuring repeatability across future offshore projects. The construction and execution of the Block B FSO is being led by PTSC South East Asia Pte. Ltd. (PTSC SEA)—a joint venture between PTSC, holding 51%, and Yinson Production Capital with 49%—bringing together robust offshore project management and delivery capabilities.
Serving as a key asset supporting Vietnam’s long-term gas-to-power initiative, the FSO is designed to process an estimated 5.07 billion cubic meters of natural gas each year, helping supply cleaner and reliable energy to three southwestern provinces for an expected operational life of 23 years. The award of the Block B FSO contract marks OSE’s second EPCC project in partnership with PTSC and Yinson, following the LDV FSO award in late 2024, reinforcing OSE’s expanding presence and growing expertise in the floating production and storage sector.
