The GTA gas field is located at the maritime border shared with the republic of Senegal in water depths of approximately 2800m. In the Mauritanian side, the field is located within block C8 of the Coastal Basin operated by BP. Other partners of the association on the Mauritanian side are Kosmos and SMH, and on the Senegalese side BP, Kosmos, and PETROSEN. The field’s resources are estimated between 25 to 50 Tcf. It is shared between the two countries according to a fifty-fifty starting key.

Phase 1 of GTA

Phase 1 of the field development project has already progressed to an advanced stage with the first gas scheduled for the end of 2023. This phase production will be 2.45 Mtpa of LNG and it has been the subject of a Sales and Purchace Agreement (SPA) signed on February 11th, 2020 between the JV members and BPGM. This phase will also yield a condensate production of up to 6,000 barrels per day.

Phases 2 and 3 of GTA

Phases 2 and 3 of this development project will bring the field production plateau to 10 Mtpa. The philosophy and concept of Phase 2 is being studied and will need to be finalized in the coming months.

BP and partners today announced that the Final Investment Decision (FID) for Phase 1 of the innovative cross-border Greater Tortue Ahmeyim development has been agreed. The decision was made following agreement between the Mauritanian and Senegalese governments and partners BP, Kosmos Energy and National Oil Companies Petrosen and SMHPM.

“Achieving sanction for the ground-breaking Greater Tortue Ahmeyim development, and at such a fast pace, is testament to the dynamic partnership working together to bring this innovative project onstream and establish a new deepwater gas value chain,” said Bernard Looney, BP’s Upstream chief executive.

“It represents the beginning of a multi-phase project that is expected to deliver LNG revenues and gas to Africa and beyond for decades to come. We see this as the start of a new chapter for Africa’s energy story and are honoured to work alongside our partners and the governments of Mauritania and Senegal.

“I would like to thank President Mohamed Ould Abdel Aziz and President Macky Sall for their leadership, without which this groundbreaking project would not have been possible. Additionally, I want to thank their respective Ministers, officials and national oil companies for their commitment to work together on this project of strategic importance. Finally, we are grateful to our partner Kosmos for discovering this world class resource and for their ongoing commitment and support.”

Tortue Phase 1

Tortue Phase 1 is the first phase of the Greater Tortue Ahmeyim project which will produce gas from an ultra-deepwater subsea system and mid-water floating production, storage and offloading (FPSO) vessel. The gas will be transferred to a floating liquefied natural gas (FLNG) facility at an innovative nearshore hub located on the Mauritania and Senegal maritime border. The FLNG facility is designed to provide circa 2.5 million tonnes of LNG per annum of nameplate capacity, with the total gas resources in the field estimated to be around 15 trillion cubic feet.

The Greater Tortue Ahmeyim project will produce gas from an ultra-deepwater subsea system and mid-water floating production, storage and offloading (FPSO) vessel, which will process the gas, removing heavier hydrocarbon components. The gas will then be transferred to a floating liquefied natural gas (FLNG) facility at an innovative nearshore hub located on the Mauritania and Senegal maritime border. The FLNG facility is designed to provide circa 2.5 million tonnes of LNG per annum on average, with the total gas resources in the field estimated to be around 15 trillion cubic feet. The project, the first major gas project to reach FID in the basin, is planned to provide LNG for global export as well as making gas available for domestic use in both Mauritania and Senegal.

Emma Delaney, BP’s regional president for West Africa, added: “We’re committed to working with the two nations to make this development a success for both countries, the local communities who live near the project and the investor partners. We see a great deal of potential in the wider basin and Phase 1 of the Greater Tortue Ahmeyim project is the first step in unlocking that for the future.”

Kosmos Energy Announces Completion of Greater Tortue Ahmeyim FPSO Sale and Lease Back Transaction

DALLAS--(BUSINESS WIRE)--Kosmos Energy (NYSE/LSE: KOS) (“Kosmos” or the “Company”) announced today that the transaction for the sale and lease back of the Greater Tortue Ahmeyim (“GTA”) floating, production, storage, and offloading vessel (“FPSO”) has been successfully completed.

Completion of the transaction secures additional funding for Kosmos’ future development costs on the GTA project. Capital expenditures associated with the GTA project in 2021 net to Kosmos were previously estimated to be around $350 million. With the completion of the GTA FPSO sale and lease back transaction, Kosmos’ 2021 capital expenditures associated with the GTA project have been reduced to approximately $190 million, with remaining cash calls on the project for 2021 covered through the proceeds of the sale. The balance of the sale proceeds, as well as the additional savings from the transfer of remaining FPSO construction payments to BP Buyer, are expected to be largely realized in 2022.

The company expects to refinance National Oil Company loans later this year, providing approximately $100 million in additional financing for the GTA project.

FPSO Sale and Purchase Agreement (FPSO SPA) and Lease Agreement

BP, as the operator of the GTA project (BP Operator), with the consent of the GTA Unit participants and the respective States, agreed to sell the GTA FPSO (which is currently under construction by Technip Energies in China) to an affiliate of BP (BP Buyer). The FPSO will be leased back to BP Operator under a long-term lease agreement, for exclusive use in the GTA project.

BP Operator will continue to manage and supervise the construction contract with Technip Energies. Delivery of the FPSO to BP Buyer will occur after construction is complete and the FPSO has entered international waters, with the lease to BP Operator becoming effective on the same date, currently estimated to be late third quarter of 2022.

Kosmos will reimburse BP Operator for its pro rata share of cost under the lease agreement, which will be classified as an operating expense.

On May 31, 2022, the GTA Hub QU jack-up accommodation platform designed and built by CIMC Raffles for BP, an international energy giant, was delivered at its construction site in Yantai with 4 million man-hours without injury. The BP's GTA project is with the best aggregative indicator among its peers on the Mauritania and Senegal maritime border and is the first offshore facility to begin service.

The First FEED+EPC Project Contracted by a Domestic Shipyard

On April 1, 2019, CIMC Raffles and BP signed the EPC contract of the project in Yantai, which is the first time that BP directly signed the FEED (front-end engineering design) + EPC turnkey contract with a Chinese shipyard for the offshore platform project. As is customary in the oil and gas industry, international oil companies usually sign contracts with well-known offshore turnkey contractors, who handle the high value-added design and procurement work, and then subcontract construction work to shipyards.

The direct cooperation between the two parties means that CIMC Raffles has the capability of benchmarking with the world-class turnkey contractors in the oil and gas industry. CIMC Raffles is responsible for the front-end design, detailed design, construction design, material and equipment procurement, as well as the whole cycle of platform construction, installation and commissioning, truly providing users with a full range of services from demand to concept, from design to construction, from installation and commissioning to final product delivery.

The self-mounted platform is 95 meters long and 70 meters wide and weighs more than 10,000 tons. It has the floor area of a football field and weighs as much as more than 2,000 African elephants. The platform is set up with living and accommodation areas for 216 staff, leisure and entertainment areas, offices, generator stations, water treatment plants and other facilities needed to operate the LNG terminal. It also contains the main control room and the port control room, which are used to manage the many vessels passing around the busy LNG energy hub.

Image

Whole Life Cycle Management with High Standard and High Quality

As an international energy giant, BP not only requires this project to meet the ABS class standard, but also to follow the more stringent BP company standards of GP/GPO/GIS, etc. The platform is designed and constructed to meet the requirements of 25 years without docking maintenance, and the coating process requires that the metal surface treatment meet the P3 standard and the paint Sa3 standard. The accommodation area is designed to meet the requirements of emergency shelter, and the noise control of the accommodation and office area is less than 45 decibels, which is equivalent to the ambient sound of the suburb at night, all of which are the top quality requirements in the industry.

At the beginning of the project, CIMC Raffles cooperated with the project teams of BP and KBR to implement the lean management for the whole EPC process, strictly implementing the daily clearing and daily settlement plan, following through the quality policy of "Make Things Right at One Time" and the safety concept of "Zero Injury". The project has also faced challenges such as imported materials and foreign engineers failing to arrive on time due to COVID-19. Fortunately, the project team adjusted strategies in time to ensure the orderly advancement of the project.

This project has submitted nearly 10,000 management and technical drawings and more than 6,000 equipment package drawings for review, and the workload is more than 10 times that of other similar projects. The cable length of the platform exceeds 540,000 meters, and more than 9000 explosion-proof equipment is set up. Meanwhile, the piping material adopts 53% high proportionate high-grade metal instead of non-carbon steel in order to improve the anti-corrosion ability of the pipe system, which is far superior to other jack-up projects in both physical quantity and process design. The platform has completed a total of more than 35,000 mechanical completion inspection points, almost equivalent to that of a semi-submersible platform. However, the requirements and workload of a single inspection point are twice that of other offshore engineering projects. With 372 mechanical completion certificates signed, nearly 9000 debug checklists were used to record every function and signal, 40 systems signed over, this project has achieved the highest overall efficiency in BP's history with the perfect and seamless process.

It is worth mentioning that, with the cooperation of all the teams, the platform achieved high-quality, zero-injury delivery and was awarded with the certificate of "Zero Injury for 4 Million Man-Hours" issued by BP. Rahman Rahmanov, Vice President of BP GTA oilfield project company, stressed at the delivery ceremony that the most remarkable achievement of the project is that there is no accident causing any loss of man-hours.

Through direct cooperation with BP, CIMC Raffles has laid a foundation for the deep cooperation between the two sides in the fields of oilfield development, dismantling platform and clean energy in the future. Meanwhile, the project management ability has been further optimized, accumulating strength for the following large and complex offshore engineering projects.

FPSO vessel for the bp-operated Greater Tortue Ahmeyim project successfully sets sail for project site

23 January 2023

bp in a press release on 23 Jan 2023 said that the floating production, storage and offloading (FPSO) vessel for the bp-operated Greater Tortue Ahmeyim (GTA) liquefied natural gas (LNG) project has started its journey towards the project site off the coasts of Mauritania and Senegal.

The FPSO set sail on 20 January 2023 from Qidong, China after successfully completing a series of sea trials following construction over the past three and half years. It will now travel 12,000 nautical miles via Singapore to its final destination – around 40km offshore on the maritime border of the neighbouring countries.

The FPSO is a key part of the major integrated GTA development that also includes subsea development of gas fields and near-shore floating LNG (FLNG) facilities. The project’s first phase is set to produce around 2.3 million tonnes of LNG per year.
Rahman Rahmanov, bp’s vice president projects for Mauritania & Senegal said: “We are developing one of the world’s most unique and innovative gas projects and the FPSO forms one of the most important components. Achieving the successful sail away of the GTA Phase 1 FPSO is a testimony to the tremendous partnership with our contractors Cosco Shipping and Technip Energies. By working together as one team, we have been able to create a culture of resilience and focus on safe delivery. We have relentlessly focused on safety, quality, and delivery.”
The FPSO will process natural gas - removing condensate, water, and other impurities - before exporting it by pipeline to the project’s FLNG facilities, 10km offshore. With eight processing and production modules, the FPSO will process around 500 million standard cubic feet of gas per day.

The majority of the gas will be liquefied by the FLNG facilities, enabling export to international markets, while some is allocated to help meet growing demand in the two host countries. Condensate will be periodically transferred from the FPSO to shuttle tankers for export to market.

The FPSO, which will sit in about 120m of water, will have up to 140 people on board during normal operation and serve as home for the project’s production team. With an area equivalent to two football fields and 10-storeys in height, the FPSO is made of more than 81,000 tonnes of steel, 37,000m of pipe spools and 1.52 million meters of cable. It has also undergone more than 330,00 inspections.
Gordon Birrell, bp’s executive vice president of production and operations, said: “This is a fantastic milestone for this important project, which is a great example of bp’s resilient hydrocarbon strategy in action. The team has delivered this in a challenging environment, including through COVID, always keeping safe operations at the heart of what they do. With the continued support of our partners, Societé Mauritanienne des Hydrocarbures in Mauritania, Petrosen in Senegal and Kosmos Energy, we remain committed to helping both countries to develop their world-class resources in a sustainable way.”
GTA Phase 1 marks the beginning of a project that is expected to have a lasting and positive impact for generations to come.

bp and the governments of Mauritania & Senegal already have a long-standing and wide-ranging cooperation encompassing the GTA project and other potential energy developments. In October 2022, bp announced the signature of an Exploration and Production Sharing Contract for the BirAllah gas resource in Mauritania. Most recently, it signed a Memorandum of Understanding (MoU) with the Government of Mauritania to deliver a programme exploring the potential for large-scale production of green hydrogen in the country. In addition, bp continues to work with partners on the development of a major gas to power project in Senegal – Yakaar Teranga.

GTA LNG project reaches major milestone with arrival of FLNG vessel

The floating liquefied natural gas (FLNG) vessel that is a core component of the Greater Tortue Ahmeyim (GTA) LNG project has arrived at its destination on the Mauritania and Senegal maritime border.

Image

The FLNG vessel, Gimi, is at the heart of the GTA Phase 1 development, operated by bp with partners, Kosmos Energy, PETROSEN and SMH.

GTA Phase 1 is set to produce around 2.3 million tonnes of LNG per year. The innovative project is expected to produce LNG for more than 20 years, enabling Mauritania and Senegal to become a global LNG hub.

Emil Ismayilov, bp’s senior vice president, Mauritania and Senegal said: “The successful and safe arrival of the FLNG vessel is another step forward for GTA Phase 1 and is testament to our team and partners’ commitment to safely delivering this project. The people behind the project have delivered through many challenges, including the pandemic, to orchestrate a major feat of engineering. We are fully focused on safely completing the project and beginning a new energy chapter in Mauritania and Senegal.”

The GTA Phase 1 project will produce gas from reservoirs in deep water, approximately 120km offshore, through a subsea system to a floating production and storage offloading (FPSO) vessel, which will initially process the gas, removing heavier hydrocarbon components.

The gas will then be transported by pipeline to the FLNG vessel at the GTA Hub where it will be cryogenically cooled in the vessel’s four liquefaction trains and stored before transfer to LNG carriers. Gimi can store up to 125,000m3 LNG.

Owned and operated by Golar LNG, the Gimi FLNG vessel set sail from Singapore in November 2023, travelling 9000 nautical miles to site. More than 36 million hours were spent on its construction.

With wells located in water depths of up to 2850m, the GTA Phase 1 development has deepest subsea infrastructure in Africa. The multibillion-dollar investment has been granted the status of National Project of Strategic Importance by the Presidents of both Mauritania and Senegal.
