ENGINEER – HSSEQ - (21000026)

Role & Key Accountabilities
  • The HSSEQ Engineer shall provide direct support to Manager-HSSEQ for the monitoring of the company's HSSEQ compliance process and provide continous improvement to the organisations safety culture and performance.
  • To track and coordinate all the HSSEQ department activities and liasing with relevant KL office department heads and the HSSEQ personnel fleetwide.
  • To support and keep track of the Complaince Assurance Management System (CAMS) to ensure the key standards, procedures and guidelines meet or exceed the international standards e.g ISO9001, ISO14001 and ISO 45001, ISM and ISPS codes.
  • Keep an updated record of all the emergency response and contact list on weekly basis e.g ERT duty roster, Emergency contact list , KL ER procedure and level of incidents.
  • To compile monthly HSSEQ report/statistic from all the entities e.g HSSEQ report, HSE statistics, enviromental data, power Bi dashboard, incident register, audit register etc.
  • Coordinate HSE interfaces between offshore, in-country HSE and Corp. HSE
  • Keep HSE databases updated on a regular basis.
  • Coordinate monthly HSE video and keep track of the activities.
  • Conduct HSE induction for all the new staff reporting at KL office inclusive of COVID-19 Protocol.
  • Keep track of the online training HSE E-learning for all locations in the group.
  • Support and monitor the roll out of the Life Saving Rules (LSR) for all the offshore facilities.
  • Keep track of all the accident and incident notification, investigation process and the report close out.
  • Be familiarize with Complaince Assurance Management System (CAMS).
  • Support offshore facilities with regards to the complaince to ISO9001, ISO 14001, ISO45001, ISM, ISPS or any other external or client audit.
  • Keep track of the impact of pandemic on daily operation and bussiness continuity , update KL office heads with the report compiled from all the offshore locations e.g COVID-19 or any other contagious diseases.
  • Keep track of all the ISO and external audit findings and follow-up with the respective countries HSE persoonnel.
  • Develop and distribute safety alerts to the organisation and monitor the closeout actions.
  • Keep track of all the emergency drills performed at KL office or at offshore facilities including the specifc ER reports and action items.
  • Maintain an updated record of all the fleetwide risk and opportunity registers.
  • Participate in FPO top risk review and maintain up to date records.
  • Participate in the corporate HSSEQ IMS internal audit
  • Support KL office and fleetwide with regards to safety reward programme e.g safety plaques, memos, safety milestones etc.
  • Analyse the Safety Observation Cards (SOC) that is submitted by the fleets and share the findings on a monthly basis.
  • Coordinate the external insurance survey with the relevant fleet personnel accordingly.
  • Participate in the evaluation of compliance e.g EIA register, Regulatory Compliance Register, Marine Legal Register
  • Provide mentoring, support and guidance to intern if required.


Education, Experiences & Competencies
  • Degree in Occupational Safety and Health, Chemical Engineer or Process Safety or any other science or engineering qualification Other qualifications from NEBOSH, IOSH, British Safety Council etc will be conisidered.
  • At least 5 years in the development , implementation and ongoing maintenance of Health, Safety, Security and Environment policies and procedures, preferably in design and operation of oil and gas, chemical , petrochemical or refining facilities. Hands on operational experience is prefered.
  • Specific experience in HSE within the Oil and Gas industry and experince dealing with clients and government entities.
  • Comprehensive knowledge of Occupational safety and Health(OSHA),Environmnal Protecton Agency (EPA), International Maritime Organization(IMO) and Internal Safety Management (ISM) regulations and requirement and ISO standards and best parctises.
  • Offshore experience of Floating production and Export operation is desired. Have knowledge and/or training in the Safety Case regime, Major Accident Hazards. (MAH)
  • A sound understanding of oil and gas principles (preferably with exposure to oil and gas production, safety and technology.
  • Proficient in English communications, presentation and report writing.
  • Demonstrated ability to use statistical methods to analyse and report trends to management.
  • Must have good leadership and sound interpersonal skills
  • Demonstrate ability to work with a diverse group of people ranging from technical staff to on opeartional personel of internationally diversified.
