Located at the southern tip of Peninsular Malaysia and spanning 1,200 acres, Pengerang Deepwater Terminal (PDT) is part of DIALOG’s vision of a Rotterdam in the East. Strategically located along major international shipping routes, PDT is on track to becoming a regional downstream hub for the oil, gas and petrochemical industries.

With two jetties in operation and three more in the pipeline, PDT is unique in its 24 metre deepwater berths. The terminal’s deepwater jetty facilities with multiple berths enable it to handle Very Large Crude Carriers (VLCC), Ultra Large Crude Carriers (ULCC) and Liquefied Natural Gas (LNG) vessels up to Q-Max size.

Pengerang Independent Terminals Sdn. Bhd. (PITSB), the Phase 1 of Pengerang Deepwater Terminal serves as a tankage facility for the handling, storage, blending and distribution of oil majors and traders. PITSB was included in the Platts FOB Straits price benchmark in mid 2015; the storage facility has since been fully leased out. PITSB has 50 petroleum product tanks and seven crude oil tanks with storage capacity of 1.3 million mᵌ.

The terminal’s Phase 2, Pengerang Terminals (Two) Sdn. Bhd. (PT2SB) is a dedicated industrial terminal with approximately 2 million mᵌ storage capacity for crude, refined petroleum and petrochemical products. The terminal has a dedicated deepwater jetty facility with water depths of up to 24 metres, capable of handling Very Large Crude Carriers (VLCC).

Phase 2 also includes the Liquefied Natural Gas (LNG) regasification facilities comprising a regasification unit and two units of 200,000 mᵌ LNG storage tanks. Berths for unloading and reloading of LNG vessels up to and including, QMax, the largest LNG carrier in its class, are also available.

The construction works for Phase 2 of PDT is progressing well and on schedule. Pengerang Terminals (Two) Sdn Bhd (PT2SB) is a dedicated industrial terminal with approximately 2 million mᵌ storage capacity for crude, refined petroleum and petrochemical products. The terminal has a dedicated deepwater jetty facility ("Jetty-2") with water depths of up to 24 metres capable of handling Very Large Crude Carriers ("VLCC").

PENGERANG INDEPENDENT TERMINALS

PENGERANG INDEPENDENT TERMINALS, Phase 1of PDT has a storage capacity of approximately 1.3 million cubic metres (m3) on 150 acres of reclaimed land, together with six deep-water berths at a cost of RM2.0 billion. It has the capability to handle the storage, blending and distribution of crude oil, petroleum, chemical and petrochemical feedstock products, and by-products.

Phase 1 Project is owned by Pengerang Independent Terminals Sdn Bhd (PITSB), a joint venture between DIALOG (46%), Royal VOPAK (44%) and S.S.I (10%). It has been fully completed and commenced operations in the second quarter of calendar year 2014. PITSB welcomed its very first Very Large Crude Carrier (VLCC) on 16 March 2015. To date it has welcomed more than 1100 vessels.

Phase 1 has the capacity to develop an additional 1 million m3 should the requirement arise, as it has land available for further expansion.

Effective May 1, 2015, oil pricing agency, Platts has included PITSB in its Singapore price assessment process.

PENGERANG TERMINALS (TWO) SDN BHD

On 19 December 2014, Dialog announced that its wholly-owned subsidiary had on 19 December 2014 entered into Shareholders’ Agreement with PRPC(UF) (wholly-owned subsidiary of PETRONAS Refinery and Petrochemical Corporation Sdn Bhd) and VOPAK Pengerang for the development of Pengerang Terminals Two, Phase 2A of PDT.

Pengerang Terminals Two (Phase 2A) is the next development phase in Pengerang Deepwater Terminal. It involves the development, construction and operation of the facilities required for the handling, storage and distribution of the crude oil, petroleum, chemical and petrochemical feedstock products together with its ancillary by products, to and from the RAPID complex at Pengerang.

Phase 2A involves the construction of storage capacity of approximately 2.1 million m3 and a deep-water jetty with twelve berths at an approximate cost of RM6.3 billion.

Concurrently with the signing of the Shareholders’ Agreement, Pengerang Terminals Two had entered into an EPCC contract with Dialog Plant Services Sdn Bhd, a wholly-owned subsidiary of DIALOG’s, for the development of the Project with a target EPCC cost of approximately RM5.5 billion.

Phase 2A Project will be a dedicated terminal for RAPID to be built on 157 acres next to the site of the existing Phase 1 and is currently under construction and is scheduled to be commissioned together with the RAPID refinery complex.

PENGERANG LNG (TWO) SDN BHD

On 14 November 2014, DIALOG announced that its wholly-owned subsidiary, Dialog LNG and SPV 3 Phase 2B had on 14 November 2014 entered into Shareholders’ Agreement with PETRONAS Gas for the development of Pengerang LNG Project.

The Pengerang LNG Project is one of seven projects announced during the ETP update in September 2012. It is also part of the Pengerang Deepwater Terminal which involves the development of LNG regasification facilities comprising of a regasification unit and two units of 200,000 m3 LNG storage tanks with an initial send out capacity of 3.5 MTPA (equivalent to approximately 490 MMscfd) of natural gas.

The regasification terminal will receive and store LNG unloaded from carriers into two storage tanks. The LNG is then converted into gaseous form through a regasification process and will be mainly supplied to PIPC for their fuel requirement. The gas can also be injected into the Peninsular Gas Utilisation pipeline system for the purpose of national energy security supply.

Phase 2B is the joint venture company established for the purpose of undertaking this Pengerang LNG Project.

Pengerang Terminals Two is the joint venture company established to undertake this Phase 2A Project.
