KUALA LUMPUR, 1 December 2021 – PETRONAS has awarded two Front End Engineering Design (FEED) contracts to a JGC Corporation-Samsung Heavy Industries consortium and to SAIPEM Spa as part of an international dual FEED design competition for a nearshore liquefied natural gas (LNG) project in Sabah.

The project, with a minimum capacity of 2.0 million tonnes per annum (MTPA) is a first of its kind in Malaysia.

The FEED design competition is expected to take place over the course of 10 months with the Final Investment Decision (FID) planned for end of 2022.

Subject to FID, the winning FEED contractor will be rolled over to the Engineering, Procurement, Construction and Commissioning (EPCC) phase. The nearshore LNG plant is planned to be Ready for Start Up (RFSU) by end of 2026.

The design and construction of the nearshore plant is expected to be simpler and upon completion, has the potential for improved production uptime as it will be located within a protected bay area as compared to an offshore floating LNG facility in the open seas.

PETRONAS Executive Vice President and Chief Executive Officer of Gas and New Energy Adnan Zainal Abidin said, “PETRONAS continues to provide greater access to cleaner energy sources such as natural gas. The development of Sabah’s first nearshore LNG plant reflects our technological expertise where we continue to innovate modern solutions to monetise gas resources in an optimised and environmental-friendly manner.”

Upon completion, the nearshore LNG plant will increase PETRONAS’ LNG production from floating LNG facilities from 2.7 MTPA to 4.7 MTPA. Currently, PETRONAS operates two floating LNG facilities, the PFLNG SATU and PFLNG DUA, at the Kebabangan and Rotan offshore gas fields respectively.

KOTA KINABALU, April 22 — Petroliam Nasional Bhd (Petronas) and Sabah Oil and Gas Development Corporation Sdn Bhd (SOGDC) has signed a memorandum of understanding (MoU) to build Sabah’s first and largest near-shore floating liquefied natural gas (LNG) facility, known as ZLNG.

Deputy Chief Minister and State Industrial Development Minister Datuk Joachim Gunsalam said the ZLNG project with an estimated investment value of RM8.8 billion would be located at Sipitang Oil and Gas Industrial Park (SOGIP).

“Petronas and SOGDC will collaborate and cooperate in realisation of the project that includes SOGDC’s support and commitment to assist Petronas in securing all necessary approvals, permits and/or utilities as SOGIP developer,” he said in a statement today.

The MoU was signed by Petronas vice president LNG assets, gas business Abang Yusuf Abang Puteh and Sabah Industrial Development Ministry secretary, who is also SOGDC director, Thomas Logijin and witnessed by Joachim.

Joachim said the MoU would strengthen the existing collaboration between Petronas and SOGDC towards materialising the project, which is currently under the front-end engineering and design (FEED) stage and targeted to complete the final investment decision (FID) at the end of this year.

He said the MoU would also unlock potential future businesses such as tank regional distribution and bunkering and potentially provide return to participating parties and expand LNG virtual pipeline system (VPS) in Sabah.

“SOGDC is actively engaging with local industry players and contractors that provide services like mechanical and electrical services, health and safety, offshore and onshore maintenance and upstream services and other related services.

“Based on the engagement with the local contractors in Sabah recently, local contractors are keen to support SOGDC as the anchor for developing the local Sabahan contractors for projects within SOGIP to not only to grow but to safeguard their interest while providing services and solutions to their clients,” he added. — Bernama

JGC Holdings Corporation (Representative Director, Chairman and CEO Masayuki Sato) announced today that JGC Corporation (Representative Director and President Yutaka Yamazaki), which operates the overseas Engineering, Procurement, and Construction (EPC) business of the JGC Group, together with consortium partner Samsung Heavy Industries (SHI), has been awarded the Front End Engineering Design (FEED) contract for a nearshore Floating Liquefied Natural Gas (FLNG) facility project in Malaysia planned by Petroliam Nasional Berhad (PETRONAS), the Malaysian state-owned oil and gas company.

In October 2021, PETRONAS called for a FEED competition of a nearshore FLNG facility with a minimum production capacity of 2 million tons of LNG per annum using feed gas supplied via an existing pipeline from offshore gas fields in Sabah, Malaysia.

JGC will be responsible for the engineering work for the FLNG topside as well as the management of the overall project whereas SHI will be responsible for the FLNG hull engineering work. Upon completion of the FEED competition, the EPC contract will be awarded by PETRONAS, subject to Final Investment Decision (FID), to the successful contractor.

Since the 1980's, the JGC Group has executed EPC projects for all nine trains of the LNG plants at PETRONAS LNG Complex in Bintulu, Sarawak that has an annual production capacity of approximately 29 million tons per annum. In recent years, the Group has been working with PETRONAS to improve the productivity of these plants. Furthermore, JGC-SHI was also the consortium behind the development of PETRONAS' second FLNG facility, PFLNG Dua, which is the world's first deep-water FLNG facility currently in production.

For this present project, JGC Group aims to leverage on its extensive track record in plant construction and strong relationship of trust with PETRONAS to compete for the award of the EPC contract.

Baker Hughes to Supply Super Efficient LM9000 Gas Turbine for PETRONAS Sabah LNG Project
  • The LM9000 technology was selected to enable a nearshore LNG project in Sabah

HOUSTON – April 19, 2023 – Baker Hughes, an energy technology company, announced Wednesday it has been awarded an order to be booked in the first quarter of 2023, by Black & Veatch, a subcontractor to the JGC and Samsung Heavy Industries consortium, to deliver two LM9000-driven compressor trains for the PETRONAS nearshore liquefied natural gas facility in Sabah, Malaysia.

Baker Hughes will provide two LM9000-powered compressor trains of 1 MTPA each. The contract also includes an order for spare parts.

“Energy efficiency represents the biggest immediate opportunity for the industry to lower its carbon footprint, and the LM9000 is a great example of readily available technology that can instantly increase efficiency and reduce emissions,” said Alberto Matucci, vice president of Gas Technology Equipment of Industrial & Energy Technology at Baker Hughes.

About the LM9000:

Baker Hughes LM9000 is the most powerful and most efficient aeroderivative gas turbine in its class, 65+ megawatt (MW), with simple cycle efficiency of 44% and a power output 15% higher compared to industry peers. This efficiency is key to driving lower carbon intensity and, combined with lower nitrogen oxides (NOx) emissions targets, (15 ppm in dry condition, 40% lower than competing technology) makes for a more environmentally sensitive solution. Its compact, modular package allows for fast installation and lower costs than field-erected units. Ideal for stringent space requirements (e.g. offshore), the LM9000 is designed for easy inspection and condition-based maintenance — delivering high reliability and maintainability.
