Qatar Petroleum to construct the world’s largest LNG project ever, including substantial CO2 capture & sequestration

Qatar Petroleum took the final investment decision for developing the North Field East Project (NFE), the world’s largest LNG project, which will raise Qatar’s LNG production capacity from 77 million tons per annum (MMTPA) to 110 MMTPA.

In addition to LNG, the project will produce condensate, LPG, ethane, sulfur and helium. It is expected to start production in the fourth quarter of 2025 and its total production will reach about 1.4 million barrels oil equivalent per day.

The decision to proceed with the investment was announced during a signing ceremony held today to celebrate the execution of the project’s key onshore engineering, procurement and construction (EPC) contract. The contract was signed by His Excellency Mr. Saad Sherida Al-Kaabi, the Minister of State for Energy Affairs, the President and CEO of Qatar Petroleum, Mr. Kazushi Okawa, the Chairman of the Board and CEO of Chiyoda Corporation, and Mr. Arnaud Pieton, the President of Technip Energies, in the attendance of senior executives from Qatar Petroleum, Qatargas, Chiyoda, and Technip.

The main scope of the EPC contract is the construction of 4 mega LNG trains with a capacity of 8 MMTPA each, with associated facilities for gas treatment, natural gas liquids recovery, as well as helium extraction and refining within Ras Laffan Industrial City.

Speaking at the signing ceremony, His Excellency Mr. Al-Kaabi thanked executives in attendance from Chiyoda and Technip, and said: “The execution of this EPC contract marks the commencement of the construction of the North Field East LNG Project, and is a significant landmark in Qatar Petroleum's strategic growth journey in a sustainable manner. The total cost of the NFE project will be 28.75 billion dollars, making it one of the energy industry’s largest investments in the past few years, in addition to being the largest LNG capacity addition ever, and the most competitive LNG project in the world. This project will generate substantial revenues for the state of Qatar and will have significant benefits to all sectors of the Qatari economy during the construction phase and beyond.”

Highlighting the significance of this event in the context of the global LNG and energy industry, His Excellency said: “This event is of particular importance as it comes at a critical time when the world is still reeling from the effects of a global pandemic and related depressed economies. This investment decision is a clear demonstration of the steadfast commitment by the State of Qatar to supply the world with the clean energy it needs.”

“Today’s decision carries even more significance considering that it encompasses a number of concrete environmental investments in support of our strong commitment to achieve the highest environmental standards and to provide a credible solution in the low-carbon energy transition. One of the most important environmental elements of the NFE project is its CO2 capture and sequestration (CCS) system that will be integrated with our wider CCS scheme in Ras Laffan, which -once fully operational- will be the largest of its kind in terms of capacity in the LNG industry, and will be one of the largest ever developed anywhere in the world.” His Excellency Minister Al-Kaabi added.

In addition to the CCS scheme, the NFE project will have a number of elements that provide this project with a unique positive environmental proposition, such as:

- a significant portion of the project’s electrical power needs will be provided from Qatar’s national power grid, and Qatar Petroleum is in the process of procuring such power from the 800 megawatt solar power plant currently under construction in Al-Kharsaah, in addition to a further 800 megawatts of solar power which Qatar Petroleum will construct in the near future as part of its plans to have a solar power portfolio of more than 4,000 megawatts by 2030;

- a ‘jetty boil-off gas’ recovery system, which will help reduce greenhouse gas emissions (GHG) by approximately a further 1 MMTPA of CO2 equivalent;

- the project will conserve 10.7 million cubic meters of water per year by recovering 75% of the plant’s tertiary water;

- ​NOx emissions will be reduced by 40% through the application of enhanced Dry Low NOx technology.

H.E. Mr. Al-Kaabi concluded his remarks by saying: “I would like to express our sincere gratitude to His Highness Sheikh Tamim Bin Hamad Al Thani, The Amir of the State of Qatar, for His guidance and unwavering support to Qatar Petroleum and Qatar’s energy sector.”

The NFE project represents the first phase of LNG expansion in the State of Qatar, while the second phase, referred to as the North Field South Project (NFS), will further increase Qatar’s LNG production capacity from 110 MMTPA to 126 MMTPA. With an expected production start date in 2027, the NFS project involves the construction of two additional mega LNG trains (with a capacity of 8 MMTPA each) and associated offshore and onshore facilities. The NFS project was initiated as a result of Qatar Petroleum’s successful onshore appraisal activities in the North Field and targets the monetization of gas from the southern sector of the North Field. As these appraisal activities continue, Qatar Petroleum is evaluating further LNG capacity expansions beyond 126 MMTPA.

Saipem awarded a new contract by Qatargas worth over 1 billion USD for the North Field Production Sustainability Pipelines Project

San Donato Milanese (MI), March 22, 2021 - Saipem has received from Qatargas a Letter of Award for a new contract worth over 1 billion USD and related to the North Field Production Sustainability Pipelines Project located offshore and onshore the North-East coast of the Qatar peninsula.

The additional contract (“EPCL” package) entails the Engineering, Procurement, Construction, and Installation (EPCI) of offshore export trunklines and related onshore tie-in works and is part of the development of the North Field production plateau, which also includes the EPCI of offshore facilities (“EPCO” package) previously awarded to Saipem in February.

The scope of work for this award (EPCL package) includes three export trunklines starting from their respective offshore platforms to the Qatargas North and South Plants in Ras Laffan Industrial City for a total length of almost 300 km, as well as associated onshore tie-in works and brownfield activities on existing onshore and offshore facilities. Pipelaying operations will be executed by the DE HE and Saipem Endeavour vessels.

Saipem will enhance the overall project execution, comprising both EPCO and EPCL scope of work, by combining relevant planned schedules and project management and will start activities immediately. Project completion is expected by mid-2024.

Saipem has received from Qatargas an extension of the North Field Production Sustainability Offshore Project, worth approximately 350million USD

The extension comprises the diversion from a trunkline and preliminary works associated to a future additional Compression Project.

San Donato Milanese, April 13, 2021 - Saipem has received by Qatargas the confirmation of the exercise of two options for additional scope of work within the North Field Production Sustainability Offshore Project (“EPCO” package), the award of which was communicated on February 22nd, 2021.

The additional scope of work of the two options is worth approximately 350 million USD and is related to rerouting of the hydrocarbons from existing wellhead platform through the new facilities, due to existing pipeline being decommissioned.

The activities to be carried out comprise the construction of two additional riser platforms, two additional connecting bridges with existing wellhead platforms, two corrosion resistant carbon steel cladded intra-field pipelines with a length of 13 km overall and decommissioning of existing pipeline.

Works associated with the exercise of the options will be fully integrated with the project activities of two contract awards announced earlier this year, the North Field Production Sustainability Offshore and the North Field Production Sustainability Pipeline, which are both part of the strategic development of the North Field production plateau.

This commercial achievement is a further proof of trust on Saipem by its key client, Qatargas. Saipem is already working actively on project engineering and site preparation activities and it’s looking forward to progress further, by leveraging its competences, assets and technology.

QATARENERGY SELECTS TOTALENERGIES AS ITS FIRST PARTNER IN THE NORTH FIELD EAST EXPANSION PROJECT

DOHA, Qatar • 12 June 2022 – QatarEnergy announced that it has selected TotalEnergies as its first international partner in the North Field East (NFE) expansion project, the single largest project in the history of the LNG industry.

The announcement comes at the conclusion of a competitive process that started in 2019 to select QatarEnergy’s international partners in the NFE project, which will expand Qatar’s LNG export capacity from the current 77 million tons per annum (MTPA) to 110 MTPA. The $28.75 billion NFE project, expected to start production before the end of 2025, employs the highest health, safety, and environmental standards, including carbon capture and sequestration, to reduce the project’s overall carbon footprint to the lowest levels possible.

A special ceremony was held at QatarEnergy’s headquarters in Doha to mark the occasion, during which His Excellency Mr. Saad Sherida Al-Kaabi, the Minister of State for Energy Affairs, the President and CEO of QatarEnergy, and Mr. Patrick Pouyanné, Chairman of the Board and Chief Executive Officer of TotalEnergies, signed the partnership agreements in the presence of senior executives from QatarEnergy and TotalEnergies.

Pursuant to the agreements signed today, QatarEnergy and TotalEnergies will become partners in a new joint venture company (JV), in which QatarEnergy will hold a 75% interest while TotalEnergies will hold the remaining 25% interest. The JV in turn will own 25% of the entire NFE project, including the 4 mega LNG trains with a combined nameplate LNG capacity of 32 MTPA.

DOHA, Qatar • 19 June 2022 – QatarEnergy announced that it has selected Eni as a partner in the North Field East (NFE) expansion project, the single largest project in the history of the LNG industry.

This announcement marks the second partnership in the $28.75 billion NFE mega project, which will expand Qatar’s LNG production capacity from the current 77 million tons per annum (MTPA) to 110 MTPA.

The partnership agreement was signed in a special ceremony at QatarEnergy’s headquarters in Doha by His Excellency Mr. Saad Sherida Al-Kaabi, the Minister of State for Energy Affairs, the President and CEO of QatarEnergy, and Mr. Claudio Descalzi, the CEO of Eni, in the presence of senior executives from both companies.

Pursuant to the agreement, QatarEnergy and Eni will become partners in a new joint venture company (JV), in which QatarEnergy will hold a 75% interest while Eni will hold the remaining 25% interest. The JV will in turn own 12.5% of the entire NFE project, whose 4 mega LNG trains have a combined nameplate capacity of 32 MTPA.

In his remarks during the ceremony, His Excellency Minister Al-Kaabi highlighted QatarEnergy’s relations with Eni, welcomed this new partnership, saying: “I would like to welcome Eni as a new member of Qatar’s LNG family. This agreement will strengthen our mutual cooperation for decades to come. It is an important addition to a series of partnerships with Eni, which include upstream exploration projects in a number of locations around the world as QatarEnergy expands its international footprint.”

This is Eni’s first entry ever into the State of Qatar’s upstream sector.

DOHA, Qatar • 20 June 2022 – QatarEnergy announced that it has selected ConocoPhillips as a partner in the North Field East (NFE) expansion project, the single largest project in the history of the LNG industry.

This is the third in a series of announcements on partnerships in the $28.75 billion expansion project.

His Excellency Mr. Saad Sherida Al-Kaabi, the Minister of State for Energy Affairs, the President and CEO of QatarEnergy, and Mr. Ryan Lance, the Chairman and CEO of ConocoPhillips, signed the partnership agreement during a special ceremony held at QatarEnergy’s headquarters in Doha in the presence of senior executives from both companies.

Pursuant to the agreement signed today, QatarEnergy and ConocoPhillips will become partners in a new joint venture company (JV), in which QatarEnergy will hold a 75% interest while ConocoPhillips will hold the remaining 25% interest. The JV in turn will own 12.5% of the entire NFE project, which has a total LNG capacity of 32 million tons per annum.

In his remarks during the ceremony, His Excellency Minister Al-Kaabi said: “Today, we sign a new partnership agreement that will further enhance our relationship and enable us to benefit from the wide experience of ConocoPhillips in the development of the world’s largest LNG expansion project. Our work together will enable us to meet our target of increasing the State of Qatar’s LNG production capacity from 77 to 110 million tons per annum through the North Field East project, which will start production in 2026.”

DOHA, Qatar • 21 June 2022 – QatarEnergy announced that it has selected ExxonMobil as a partner in the North Field East (NFE) expansion project, the single largest project in the history of the LNG industry.

A special ceremony was held at QatarEnergy’s headquarters in Doha to mark the occasion, during which His Excellency Mr. Saad Sherida Al-Kaabi, the Minister of State for Energy Affairs, the President and CEO of QatarEnergy, and Mr. Darren Woods, the Chairman and CEO of ExxonMobil, signed the partnership agreement in the presence of senior executives from both sides.

The agreement stipulates a new joint venture company (JV), in which QatarEnergy will hold a 75% interest while ExxonMobil will hold the remaining 25% interest. The new JV will own 25% of the entire NFE project, which includes 4 mega LNG trains with a combined LNG capacity of 32 MTPA.

The partnership agreement was signed today in a ceremony at QatarEnergy’s headquarters in Doha, by His Excellency Mr. Saad Sherida Al-Kaabi, the Minister of State for Energy Affairs, the President and CEO of QatarEnergy, and Mr. Ben van Beurden, in the presence of senior executives from both companies.

Pursuant to the agreement, QatarEnergy and Shell will become partners in a new joint venture company (JV), in which QatarEnergy will hold a 75% interest while Shell will hold the remaining 25% interest. In turn, the JV will own 25% of the entire NFE project, which includes 4 mega LNG trains with a combined nameplate LNG capacity of 32 million tons per annum (MTPA).

This award will cover the delivery of 4 mega trains, each with a capacity of 8 million tons per annum (“Mtpa”) of Liquefied Natural Gas (“LNG”), and associated utility facilities. It will include a large CO2 Carbon Capture and Sequestration facility, leading to more than 25% reduction of Green House Gas emissions when compared to similar LNG facilities.

The new facilities will receive approximately 6 billion standard cubic feet per day of feed gas from the Eastern sector of Qatar’s North Field, which is the largest non-associated gas field in the world. The expansion project will produce approximately 33 Mtpa of additional LNG, increasing Qatar’s total production from 77 to 110 Mtpa.

QATAR PETROLEUM AWARDS NORTH FIELD EXPANSION PROJECT CONTRACT FOR LNG STORAGE AND LOADING FACILITIES

Qatar Petroleum announces the award of a major engineering, procurement, and construction (EPC) contract to Samsung C&T Corporation for the expansion of the LNG storage and loading facilities located within Ras Laffan Industrial City as part of the North Field East (NFE) Project.

The EPC contract was signed today by His Excellency Mr. Saad Sherida Al-Kaabi, the Minister of State for Energy Affairs, the President and CEO of Qatar Petroleum, and Mr. Oh Se-chul, the President and CEO of Samsung C&T, during a special ceremony at Qatar Petroleum Headquarters and in the attendance of senior officials from Qatar Petroleum and Qatargas.

The contract, valued at more than 2 billion dollars (including options), was awarded on a lump sum basis and is the second major onshore EPC contract award for the NFE project. On the 8th of February 2021, QP awarded the EPC contract for the construction of four LNG mega-trains with associated facilities to Chiyoda Technip Joint Venture. The award of this contract for the expansion of the LNG storage and loading facilities represents yet another important milestone on the road to substantially increase the State of Qatar’s LNG production capacity.

Both contracts represent the culmination of front-end engineering and design work that began in early 2018. When completed, the NFE Project will increase the State of Qatar’s LNG production capacity from 77 million to 110 tons per annum (MTPA). The second phase of the planned LNG expansion, the North Field South (NFS) Project, will further increase Qatar’s LNG production capacity from 110 MTPA to 126 MTPA by 2027.

Commenting on this occasion, His Excellency Mr. Saad Sherida Al-Kaabi, Minister of State for Energy Affairs, The President and CEO of Qatar Petroleum, said: “The award of this contract marks another concrete step towards the further development of our natural gas resources, and enhancing our position as the world’s largest, most reliable LNG producer.”

His Excellency Minister Al-Kaabi added: “This contract provides for the expansion of existing infrastructure required to ensure the safe loading and on-time delivery of our LNG cargoes to our international customers across the globe. Its scope includes three LNG tanks and three LNG loading berths for NFE, and options for two LNG tanks and one LNG berth for NFS project, and all associated pipes, lines and loading lines.”

His Excellency concluded his remarks by saying: “We look forward to working with Samsung to deliver this important component of the North Field Expansion project in a safe, timely, and efficient manner. I am delighted that the detailed engineering activities under the contract will take place in Qatar, thus leveraging the growing technical capabilities for the development of major projects in the country.”

As per Qatar Petroleum’s established practice, special attention is paid to support the highest environmental standards by employing a high-efficiency design, and applying best available industry technologies to reduce gas and effluents emissions. This contract, in particular, includes the expansion of systems that target the elimination of flaring during the loading of LNG ships. In addition, recovery of ‘jetty boil-off gas’ will help reduce greenhouse gas emissions (GHG).​
