RIO DE JANEIRO (REUTERS) - A consortia led by Singapore's Keppel Shipyard offered Brazil's Petrobras the lowest price to build a floating platform for Buzios, Latin America's second-largest oil field, three people close to the competition said.

Keppel offered to build P-78, a 180,000-barrels-per-day production unit that Petrobras plans for its deepwater Buzios field, for 12.52 billion reais (S$3.12 billion), the sources said, asking not to be named as the information is confidential.

A winner has not been selected and the result is unclear, the sources said.

Petroleo Brasileiro, as Brazil's state-controlled producer is known, declined to comment. Keppel did not immediately respond to requests for comment.

The Singapore shipyard, which partnered with Hyundai Heavy Industries Holding and Brazil-based BrasFELS shipyard for the bid, beat two Asian competitors, sources said.

A consortia led by Daewoo Shipbuilding & Marine Engineering offered to build the P-78 platform for 14.11 billion reais. Samsung Heavy Industries placed the highest bid, 15.15 billion reais, the people said.

The competition marks Petrobras' comeback as a key customer for Asian shipyards, since Petrobras decided to regain ownership for part of its fleet after seven years only leasing.

Petrobras received offers on Feb 1 for the construction of platforms P-78 and P-79, the company said on Tuesday (Feb 2).

Petrobras received on Monday (01/02) the commercial proposals from the pre-qualified companies for the bidding for the construction of the P-78 and P-79 platforms, which will operate in the Búzios field, in the pre-salt of the Santos. Three proposals were received, made by the companies Keppel (Singapore), Samsung (South Korea) and Daewoo (South Korea). It is part of the plans presented by the bidders to hire national companies, such as the Brasfels (Angra dos Reis - RJ) and EBR (São José do Norte - RS) shipyards. All the proponent groups confirmed the 25% compliance with local content and presented an indication of services to be performed in Brazil through partnership or subcontracting with national companies. The local content index is a requirement foreseen in a public notice and committed to the ANP for the Surplus of Transfer of Rights of the Búzios field.

The platforms P-78 and P-79 are of the FPSO type, acronym in English for the unit that produces, stores and transfers oil and gas. The units will be part of Petrobras' new generation of platforms, which incorporates improvements and lessons learned from the experience in the last 10 years in the pre-salt and other offshore projects. The bidding process follows Law 13.303 / 2016 and began in July 2020, with the participation of 10 national and international companies, all with recognized experience and technical and financial capacity compatible with the required construction. The current contracting and construction strategies adopted by Petrobras aim to avoid delays in the delivery of the systems and accelerate the beginning of the development of the production areas.

The proposals received that week are being judged by the Bidding Commission. Then, the negotiation process for more advantageous conditions for Petrobras will be initiated, as provided for in Petrobras' Bidding and Contracts Regulation. The final proposals for the construction of the two units are expected to be approved in the first half of 2021. Keppel Offshore & Marine awarded US$2.3b contract to build FPSO for Petrobras

Keppel Offshore & Marine (Keppel O&M)’s wholly owned subsidiary, Keppel Shipyard, has secured a contract, on the basis of an international tender, from Brazil’s National Oil Company, Petroleo Brasileiro S.A (Petrobras), for the turnkey delivery of P-78, a Floating Production, Storage and Offloading vessel (FPSO).

Scheduled for completion in late 2024, the FPSO will be customised for deployment in Brazil’s prolific Buzios field, described as the largest deepwater oil field in the world. With a production capacity of 180,000 barrels of oil per day (bopd), 7.2 million cubic metres of (mcbm) gas per day and a storage capacity of 2 million barrels of oil, the P-78 will rank among the largest in the global operating fleet of FPSOs.

The contract is on an engineering, procurement and construction (EPC) basis, with project execution spanning multiple locations globally. Keppel O&M will fabricate the topside modules weighing 43,000 metric tonnes (MT) at its shipyards in Singapore, China and Brazil, as well as undertake the integration and commissioning works of the FPSO. Keppel O&M’s partner, Hyundai Heavy Industries Co., Ltd. (HHI), will provide the 85,000MT hull and the living quarters for 240 persons. Upon completion, the FPSO will transit to the Buzios field, where Keppel O&M will carry out the final phase of offshore commissioning works.

Keppel O&M has delivered a significant number of projects for Brazil and Petrobras over the years, which includes FPSOs, production platforms, Floating Storage Regasification Units, drilling rigs and accommodation vessels, to support Brazil’s energy infrastructure.

BrasFELS, Keppel’s yard in Angra dos Reis, Brazil is currently also undertaking integration and fabrication work for two other FPSOs that will operate in the Sepia field and the Buzios field.

The above contract will be on progressive milestone payments. It is not expected to have a material impact on the net tangible assets or earnings per share of Keppel Corporation Limited for the current financial year.

Petrobras has signed a contract with Keppel Shipyard Limited to build the P-78, the seventh unit to be installed in the Búzios field, in the Santos Basin pre-salt area. With processing capacity of 180 thousand barrels of oil per day and 7.2 million cubic meters of gas per day, the platform is of the FPSO type, a floating unit that produces, stores, and transfers oil. It is scheduled for delivery in 2024.

The supply of the FPSO will result from the EPC (engineering, procurement and construction) contracting modality and from Petrobras' strategy of developing new projects for its own platforms, incorporating the lessons learned from the FPSOs already installed in the pre-salt, including contracting and construction aspects. The contract foresees compliance with the local content of 25%, with services to be executed in Brazil through partnership or subcontracting of national companies. The local content index is a requirement set in the public pre-qualification and committed to by the ANP for the Transfer of Rights surplus of the Búzios field.

The project foresees the interconnection of 13 wells to the FPSO, 6 of them producers and 7 injectors, through a subsea infrastructure composed of rigid production and injection pipelines and flexible service pipelines.

Búzios

The Búzios field, discovered in 2010, is the largest deep-water oil field in the world. It is a world-class asset, with substantial reserves, low risk, and low lifting cost. It should reach the end of the decade with daily production above 2 million barrels of oil equivalent per day, becoming the Petrobras asset with the highest production.

Currently, there are four units operating in Búzios, which account for more than 20% of Petrobras' total production. The fifth and sixth platforms (FPSOs Almirante Barroso and Almirante Tamandaré) are under construction, and the eighth and ninth units (FPSOs P-79 and P-80) are in the contracting process.

Saipem: awarded a new offshore contract for the Búzios 7 project in Brazil, worth approximately 940 million USD

San Donato Milanese (Italy), November 22, 2021 – Saipem has been awarded by Petrobras a new SURF EPCI contract for the installation of a rigid riser-based subsea system for the Búzios 7 project, to serve the pre-salt field located about 200 km offshore the state of Rio de Janeiro, in water depths of around 2,000 meters.

The project awarded to Saipem includes the Engineering, Procurement, Construction and Installation (EPCI) of the Steel Lazy Wave Risers (SLWR) and associated flowlines interconnecting 15 subsea wells to the FPSO together with the related service lines and control umbilicals. Furthermore, Saipem will also be responsible for the provision and installation of the FPSO anchors and for the hook up of the FPSO at field.

Saipem will use its FDS, its state-of-the-art field development ship, for the installation of the SLWRs.

In July 2020 Saipem had already been awarded a contract by Petrobras for the Buzios 5 project for the Engineering, Procurement, Construction and Installation (EPCI) of the Steel Lazy Wave Risers (SLWR) and associated flowlines between all wells and the FPSO.

Francesco Caio, CEO and General Manager of Saipem commented: “This project is a further important evidence of a new investment cycle and of Saipem's competitiveness in projects with a high technological content. The contract also confirms the trust placed in Saipem by major clients such as Petrobras for the realization of projects central to their strategies, as well as it confirms the solid position of the company in geographic areas with significant development prospects".
