ExxonMobil to proceed with Liza Phase 2 development offshore Guyana

IRVING, Texas – ExxonMobil said today it has funded the Liza Phase 2 development offshore Guyana after it received government and regulatory approvals. Liza Phase 2 will produce up to 220,000 barrels of oil per day and further capitalize on the significant development potential of the Stabroek Block, where ExxonMobil estimates producing more than 750,000 barrels of oil per day by 2025.

A total of six drill centers are planned as well as approximately 30 wells, including 15 production, nine water injection and six gas injection wells. Phase 2 startup is expected in mid-2022 and will develop approximately 600 million barrels of oil. Liza Phase 2 is expected to cost $6 billion, including a lease capitalization cost of approximately $1.6 billion, for the Liza Unity floating production, storage and offloading (FPSO) vessel.

“With the government of Guyana and our partners, ExxonMobil is bringing industry-leading upstream capabilities to build upon Phase 1 and further develop the shared value of Guyana’s resources,” said Liam Mallon, president of ExxonMobil Upstream Oil & Gas Company. “We are actively pursuing significant development potential from numerous discoveries in the Stabroek Block.”

Liza Phase 1 remains on track to achieve first oil by the first quarter of 2020. It will produce up to 120,000 barrels of oil per day at peak rates utilizing the Liza Destiny FPSO, which is expected to arrive offshore Guyana in the third quarter of 2019.

Pending government and regulatory approvals, a final investment decision is expected later this year for a third phase of development, Payara, which is expected to produce between 180,000 and 220,000 barrels per day with startup as early as 2023. ExxonMobil is evaluating additional development potential in other areas of the Stabroek Block, including at the Turbot area and Hammerhead.

By the end of 2019 ExxonMobil will have four drillships operating offshore Guyana. Following well completion activities at the recently announced Yellowtail discovery, the Noble Tom Madden will move to the Hammerhead-2 well. The Stena Carron is completing a well test at the Longtail-1 discovery, and will then move to the Hammerhead-3 well.

Later in 2019, the Stena Carron will drill a second well at the Ranger discovery. The Noble Bob Douglas drillship is completing development drilling operations for Liza Phase 1. ExxonMobil will add another exploration drillship, the Noble Don Taylor, in the fourth quarter of 2019.

As the projects proceed, the partners’ investment in the Guyanese economy continues to increase. The number of Guyanese nationals supporting project activities more than doubled in 2018 to more than 1,000. ExxonMobil and its co-venturers spent nearly $60 million with more than 500 Guyanese vendors in 2018. More than 1,500 Guyanese companies are registered with the Centre for Local Business Development, which was founded by ExxonMobil and its co-venturers in 2017 with the mission of supporting local businesses to become globally competitive.

The Stabroek Block is 6.6 million acres, or 26,800 square kilometers. Current discovered recoverable resources are estimated at more than 5.5 billion barrels of oil equivalent. The 13 discoveries on the block to date have established the potential for at least five FPSO vessels producing more than 750,000 barrels of oil per day by 2025. ExxonMobil affiliate Esso Exploration and Production Guyana Limited is operator and holds 45 percent interest in the Stabroek Block. Hess Guyana Exploration Ltd. holds 30 percent interest and CNOOC Petroleum Guyana Limited, a wholly-owned subsidiary of CNOOC Limited, holds 25 percent interest.

FPSO Liza Unity undocks and starts integration phase
SBM Offshore’s first Fast4Ward® hull takes onboard topsides modules at Singapore yard

Progress picked up pace when the yards in Singapore re-opened earlier this year. The mooring and riser system integration, as well as other work scope, were completed in dry dock at Keppel FELS. The Fast4Ward® Multi-Purpose Floater (MPF) hull has now moved to the integration quayside in Keppel TUAS, where the topsides integration phase started with the progressive lifting of the topsides modules. This phase will facilitate gradual preparation of the FPSO for the start of the onshore commissioning activities, leading up to the final quayside departure.

Both Keppel and Dyna-Mac shipyards are fabricating the topsides modules for the FPSO Liza Unity. This FPSO represents SBM Offshore’s first Fast4Ward® design, benefitting from standardization of the project`s execution plan and using a fully completed and commissioned MPF hull, which sets the benchmark for future FPSO projects.

This latest milestone is in line with the Liza Phase 2 project schedule, which targets departure of the FPSO to its final offshore location in Guyana next year, with start-up in 2022. It represents another key step forward on the path to delivering SBM Offshore’s first Fast4Ward® FPSO to our client ExxonMobil.

FPSO Liza Unity Timeline
  • In January 2020, after a journey of 2,300 nautical miles, the Fast4Ward hull arrived at Keppel yard in Singapore from China.
  • This is SBM Offshore’s first MPF hull, allocated to the Liza Unity FPSO for offshore Guyana. The hull was built at SWS shipyard in China in less than two years; first steel cut was in March 2018 and the yard delivered the hull in December 2019. It is the first hull in a series of five MPF hulls to date by SBM Offshore.
  • SBM Offshore ordered the first MPF hull with SWS in July 2017, followed by several months of detailed engineering. Subsequent hulls will gain on schedule, as the engineering phase will be reduced.
  • Final Investment Decision (FID) by ExxonMobil, Hess and CNOOC was in May 2019, when SBM Offshore was awarded contracts for the next phase of the Liza field development in Guyana. Under these contracts, SBM Offshore will construct, install and thereafter lease and operate the Liza Unity. It will be the second FPSO for the Liza project in Guyana (following FPSO Liza Destiny, which achieved first oil in December 2019).
  • The Liza Unity FPSO design is based on the Fast4Ward® program with a new build, multi-purpose hull. Basic Design Approval has been given by both Bureau Veritas and ABS.
  • The FPSO is designed to produce 220,000 barrels of oil per day, to have associated gas treatment capacity of 400 million cubic feet per day and water injection capacity of 250,000 barrels per day. The FPSO will be spread moored in water depth of about 1,600 meters and will be able to store around 2 million barrels of crude oil.
  • The Liza field is located in the Stabroek block circa 200 kilometers offshore Guyana. Esso Exploration and Production Guyana Limited (EEPGL) is the operator and holds a 45 percent interest in the Stabroek block. Hess Guyana Exploration Ltd. holds a 30 percent interest, and CNOOC Petroleum Guyana Limited holds a 25 percent interest.
  • In September 2020, ExxonMobil, Hess and CNOOC announced FID for the Payara project offshore Guyana. Payara is the third project in the Stabroek Block and is expected to produce up to 220,000 barrels of oil per day after startup in 2024, using the Prosperity FPSO. The Prosperity FPSO will utilize a design that largely replicates the design of the Liza Unity FPSO. As such, the design is based on SBM Offshore’s Fast4Ward® program.
  • Prosperity will utilize SBM’s second MPF hull from SWS.

ExxonMobil starts production at Guyana's second offshore development

IRVING, Texas – ExxonMobil today said it started production at Guyana’s second offshore oil development on the Stabroek Block, Liza Phase 2, bringing total production capacity to more than 340,000 barrels per day in only seven years since the country’s first discovery.

Production at the Liza Unity floating, production, storage and offloading (FPSO) vessel is expected to reach its target of 220,000 barrels of oil later this year, as operations continue to be brought safely online. It adds to the more than 120,000 barrels per day of capacity at the Liza Destiny FPSO, which began production in December 2019 and is now delivering at better than design capacity. The Stabroek Block’s recoverable resource base is currently estimated at more than 10 billion oil-equivalent barrels.

“We are collaborating closely with the government and people of Guyana to develop this world-class resource responsibly, helping to meet the world’s energy needs and delivering enhanced value for all stakeholders at a record pace and well ahead of the industry average,” said Liam Mallon, president, ExxonMobil Upstream Oil and Gas. “With unparalleled project execution, we now have two production facilities operating offshore Guyana.”

The current resource has the potential to support up to 10 projects. ExxonMobil anticipates that four FPSOs with a capacity of more than 800,000 barrels per day will be in operation on the Stabroek Block by year-end 2025. Payara, the third project in the Stabroek Block, is expected to produce approximately 220,000 barrels of oil per day using the Prosperity FPSO vessel, which is currently under construction. The field development plan and application for environmental authorization for the Yellowtail project, the fourth project in the block, have been submitted for government and regulatory approval.

Timely development of these additional projects and continued exploration success offshore will enable the steady advancement of Guyanese capabilities and enhanced economic growth. More than 3,500 Guyanese are now supporting ExxonMobil’s activities in Guyana. ExxonMobil and its direct contractors spent approximately $219 million with more than 880 local suppliers in 2021, a 37% year-over-year increase.

The Liza Unity arrived in Guyana in October 2021. It is moored in water depth of about 1,650 meters and will be able to store around 2 million barrels of crude. The Liza Unity is the world’s first FPSO to be awarded the SUSTAIN-1 notation by the American Bureau of Shipping in recognition of the sustainability of its design, documentation and operational procedures.

ExxonMobil affiliate Esso Exploration and Production Guyana Limited is operator and holds 45% interest. Hess Guyana Exploration Ltd. holds 30% interest and CNOOC Petroleum Guyana Limited holds 25% interest.
