Technip-Daewoo Consortium awarded a key contract for a Floating LNG unit in Malaysia

Technip, in a consortium with Daewoo Shipbuilding & Marine Engineering (DSME) Co. Ltd., the Technip-Daewoo Consortium (TDC), was awarded by Petronas Floating LNG 1 (Labuan) Ltd, a wholly owned subsidiary of Petroliam Nasional Berhad (PETRONAS) a services contract for engineering, procurement, construction, installation and commissioning for floating liquefied natural gas (FLNG) facility of 1.2 million ton per year maximun capacity. The 300 meter-long and 60 meter-wide FLNG facility will be located offshore Malaysia. The contract is an Alliance between TDC, led by Technip, and Petronas. Technip's portion is composed of project management services and lump sum for engineering.

The detailed design of the topsides(1) will be executed by Technip's operating centers in Kuala Lumpur, Malaysia, and Paris, France. Engineering of the hull and building of the FLNG facility will take place at Daewoo's shipyard in Okpo, South Korea. This contract follows the successful completion of the front-end engineering design phase awarded to TDC in December 2010.

Thierry Pilenko, Chairman and CEO of Technip, declared:''This new contract, led by our Kuala Lumpur operating center, confirms Technip leadership in the very promising market of offshore natural gas liquefaction. The award combines several technologies and know-how from Technip: natural gas liquefaction, offshore floating facilities and subsea infrastructures. Together with the expertise of DSME and our long standing relationship with Petronas, Malaysia's national oil company, we are confident in the success of this strategic project.''

Wan-Soo Ryu, Senior Executive Vice President and CBO of DSME said:''This is a key award for TDC as the FLNG facility is a high value-added mixed structure. DSME is expecting additional contracts with the development of underwater natural gas fields all over the world.''

PETRONAS’ first floating liquefied natural gas (LNG)​ facility officially received its name, marking another milestone for Malaysia’s national oil and gas corporation in the global LNG business arena on 4 March 2016.

The PFLNG SATU was named at a ceremony held by PETRONAS, together with its strategic partners Daewoo Shipbuilding & Marine Engineering Co. Ltd (DSME) and Technip, at the DSME shipyard here in Okpo, South Korea.

PETRONAS’ President and Group CEO, Datuk Wan Zulkiflee Wan Ariffin said that the floating LNG facility signified a breakthrough achievement not only for the company but also for Malaysia.

“The PFLNG SATU is a testament to the engineering capabilities of PETRONAS and its partners. Today, we have pushed the boundaries and turned our technological aspirations of having an LNG plant on a floating vessel into reality,” added Datuk Wan Zulkiflee.

The floating LNG facility is a significant achievement and a game changer in the global LNG business as it paves the way for opportunities to monetise gas resources from remote, marginal and stranded fields, which would otherwise be uneconomical to develop via conventional means.

The PFLNG SATU will be moored at Malaysia’s Kanowit gas field, 180 kilometres offshore Sarawak and has the capacity to produce 1.2 million tonnes of LNG per year. It will play a significant role in PETRONAS’ efforts to unlock the gas reserves in Malaysia's remote and stranded fields.

The momentous occasion in Okpo was also attended by President and Chief Executive Officer of DSME, Mr. Sung Leep Jung and Chairman and Chief Executive Officer of Technip, Mr. Thierry Pilenko.

Mr. Jung in his speech said, “This project has been a remarkable experience for PETRONAS and the DSME/Technip consortium and today marks the successful completion of construction for PFLNG SATU. This achievement, coupled with HSE record of 17 million hours of No Lost Time Injuries is indeed a significant feat for the partnership.

“We have built a trustful and long term-relationship with PETRONAS over the years and are very proud today, with our partner DSME, to have met the challenges of this game-changing project,” Mr Pilenko added in his speech.

The ceremony proceeded with a rope cutting formality by the PFLNG SATU Lady Sponsor, Datin Dr. Azura Ahmad Tajuddin.

Guests were then given a guided tour of the PFLNG SATU which included the vessel’s modules and topside equipment namely the Liquefaction System, Cargo Containment System and Pre-treatment Process.

The floating LNG facility will support PETRONAS’ global LNG portfolio and enhance its reputation as a preferred and reliable LNG supplier.

PETRONAS’ first floating liquefied natural gas (LNG) facility, PFLNG SATU has set sail to the Kanowit gas field, offshore Sarawak, making its historic 2,120 nautical mile journey to Malaysia on 14 May 2016.

At 365-metre-long and with a dry weight of 132,000 tonnes, PFLNG SATU was towed from the Daewoo Shipbuilding & Marine Engineering Co. Ltd (DSME) shipyard in Okpo, South Korea for the offshore phase of the project.

The PFLNG SATU will proceed with the installation, hook-up and commissioning of the floating facility once moored at the Kanowit gas field, 180 kilometres offshore Sarawak.

PETRONAS’ Advisor of Global LNG Project – Project Delivery and Technology, Datuk Abdullah Karim said the sail away of the floating LNG facility marked a significant milestone in PETRONAS’ bold decision to deliver a game changer in the global LNG business as it paves the way for opportunities to monetise the greater availability of stranded gas reserves.

“The sail away of PFLNG SATU is an achievement everyone in PETRONAS, DSME and Technip can be proud of. Congratulations and I look forward to the next phase of the project at the Kanowit gas field for the successful startup of PFLNG SATU,” added Datuk Abdullah Karim.

Construction began with the official steel cutting in June 2013 followed by the launching of the hull on April 2014. In the fourth quarter of 2015, PETRONAS announced that PFLNG SATU had achieved a 95 per cent overall progress in its construction with the successful installation of 22 modular systems within and on the topside of the floating facility.

PETRONAS’ President and CEO of Pacific NorthWest LNG, En. Adnan Zainal Abidin said that a total of 18 million man-hours has been clocked to achieve the technological and engineering aspirations of a floating LNG facility.

“Our gratitude to the hard work and dedication of the PETRONAS project team and our partners for achieving this milestone. We wish the team success in the offshore phase of the project,” said Adnan.

Designed for water-depths between 70 metres to 200 metres deep and a processing capacity of 1.2 million tonnes per annum (mtpa) with 145 crew onboard, PFLNG SATU will support PETRONAS’ global LNG portfolio and enhance its reputation as a preferred and reliable LNG supplier.
