Keppel submits lowest bid for Brazil's Petrobras platform: Sources

RIO DE JANEIRO (REUTERS) - A consortia led by Singapore's Keppel Shipyard offered Brazil's Petrobras the lowest price to build a floating platform for Buzios, Latin America's second-largest oil field, three people close to the competition said.

Keppel offered to build P-78, a 180,000-barrels-per-day production unit that Petrobras plans for its deepwater Buzios field, for 12.52 billion reals (S$3.12 billion), the sources said, asking not to be named as the information is confidential.

A winner has not been selected and the result is unclear, the sources said.

Petroleo Brasileiro, as Brazil's state-controlled producer is known, declined to comment. Keppel did not immediately respond to requests for comment.

The Singapore shipyard, which partnered with Hyundai Heavy Industries Holding and Brazil-based BrasFELS shipyard for the bid, beat two Asian competitors, sources said.

A consortia led by Daewoo Shipbuilding & Marine Engineering offered to build the P-78 platform for 14.11 billion reais. Samsung Heavy Industries placed the highest bid, 15.15 billion reais, the people said.

The competition marks Petrobras' comeback as a key customer for Asian shipyards, since Petrobras decided to regain ownership for part of its fleet after seven years only leasing.

Petrobras received offers on Feb 1 for the construction of platforms P-78 and P-79, the company said on Tuesday (Feb 2).

Keppel Offshore & Marine awarded US$2.3b contract to build FPSO for Petrobras

Keppel Offshore & Marine (Keppel O&M)’s wholly owned subsidiary, Keppel Shipyard, has secured a contract, on the basis of an international tender, from Brazil’s National Oil Company, Petroleo Brasileiro S.A (Petrobras), for the turnkey delivery of P-78, a Floating Production, Storage and Offloading vessel (FPSO).

Scheduled for completion in late 2024, the FPSO will be customised for deployment in Brazil’s prolific Buzios field, described as the largest deepwater oil field in the world. With a production capacity of 180,000 barrels of oil per day (bopd), 7.2 million cubic metres of (mcbm) gas per day and a storage capacity of 2 million barrels of oil, the P-78 will rank among the largest in the global operating fleet of FPSOs.

The contract is on an engineering, procurement and construction (EPC) basis, with project execution spanning multiple locations globally. Keppel O&M will fabricate the topside modules weighing 43,000 metric tonnes (MT) at its shipyards in Singapore, China and Brazil, as well as undertake the integration and commissioning works of the FPSO. Keppel O&M’s partner, Hyundai Heavy Industries Co., Ltd. (HHI), will provide the 85,000MT hull and the living quarters for 240 persons. Upon completion, the FPSO will transit to the Buzios field, where Keppel O&M will carry out the final phase of offshore commissioning works.

Keppel O&M has delivered a significant number of projects for Brazil and Petrobras over the years, which includes FPSOs, production platforms, Floating Storage Regasification Units, drilling rigs and accommodation vessels, to support Brazil’s energy infrastructure.

BrasFELS, Keppel’s yard in Angra dos Reis, Brazil is currently also undertaking integration and fabrication work for two other FPSOs that will operate in the Sepia field and the Buzios field.

The above contract will be on progressive milestone payments. It is not expected to have a material impact on the net tangible assets or earnings per share of Keppel Corporation Limited for the current financial year.

VME selected by Keppel to support P-78 Búzios FPSO Project

VME has been selected by Keppel to provide a gas dehydration & TEG regeneration package (GDU) for P-78 Búzios FPSO Project off the coast of Brazil.

The gas dehydration & TEG regeneration has a gas inlet flowrate of 318.56 MMSCFD with inlet water content 93.55 lbs/MMSCF and outlet water content 2.0 lbs/MMSCF. The Lean TEG purity is 99.95%.

“This is a great opportunity for us to support an exciting new project in the world’s largest deep-water oilfield,” said Daniel Johnstone, Vice President of Offshore Projects. “We look forward to adding our experience and technical expertise toward a successful delivery.”

The P-78 Búzios FPSO is a new project to be designed and constructed for use at Búzios Field, off the coast of Rio de Janeiro. The main boundary conditions and the overall processing plant capacities are described as follows:
  • Oil flowrate is 180,000 bpd
  • Liquid flowrate is 200,000 bpd
  • Produced water flowrate is 150,000 bpd and 7.2 million m3 of gas daily with 25 years long term production operation
  • Overall storage capacity is 2,000,000 bbl oil storage
