CNPC and BPC ink EPC contract

On October 14 in Dacca, in the presence of the Chinese President Xi Jinping and Bangladesh Prime Minister Sheikh Hasina, CNPC Vice President Liu Hongbin and MD. Mahmud Reza Khan, Chairman of Bangladesh Petroleum Corporation, exchanged the EPC contracts for the SPM and parallel-pipeline project of Eastern Refinery in Bangladesh.

Under the contract, CNPC's subsidiary CPP will act as the EPC contractor to construct the SPM and parallel-pipeline project. Located in the Chittagong port in eastern Bangladesh, the project is an integral part of the expansion and modification works of the Eastern Refinery. It will effectively speed up the loading and unloading of crude and refined oil, lower operating cost, and prevent oil leak at the refinery upon completion.

Bangladesh lets contract for refinery expansion project

Bangladesh Petroleum Corp. (BPC) has let a contract to China National Petroleum Corp. (CNPC) subsidiary China Petroleum Pipeline Bureau (CPP) for the construction of an offshore single-point mooring (SPM) and dual-pipeline as part the expansion of subsidiary Eastern Refinery Ltd.’s (ERL) 1.5 million-tonne/year refinery at Chittagong, Bangladesh.

Bangladesh Petroleum Corp. (BPC) has let a contract to China National Petroleum Corp. (CNPC) subsidiary China Petroleum Pipeline Bureau (CPP) for the construction of an offshore single-point mooring (SPM) and dual-pipeline as part the expansion of subsidiary Eastern Refinery Ltd.'s (ERL) 1.5 million-tonne/year refinery at Chittagong, Bangladesh (OGJ Online, Apr. 27, 2016).

CPP will deliver engineering, procurement, and construction services for the SPM and dual-pipeline project, which forms an integral part of the ERL refinery expansion and modernization works, CNPC said.

Alongside lowering the risk of accidental spills or leaks, the project, once completed, will enable the refinery to expedite unloading of crude and high-sulfur diesel (HSD) feedstock; shorten loading times for finished products; and reduce operating costs by eliminating the need for lightering during the loading and unloading process, CNPC and ERL’s web sites said.

While CNPC did not disclose a value of the EPC contract, ERL plans to make a total capital investment of about 49.4 billion taka ($623.3 million) to complete the SPM and dual-pipeline project by yearend 2018, the company said in project description posted to its web site.

This latest contract follows BPC’s $16.6-million award in April to Engineers India Ltd. (EIL) for the project management consultancy for installation of the ERL Unit 2 expansion at Chittagong, which will increase crude processing capacity at Bangladesh’s sole refinery by 3 million tpy to 4.5 million tpy.

The ERL Unit 2 project, which BPC plans to complete in phases over the next 3 years at an overall capital investment of $1.7 billion, comes as part of its program to boost the country’s production of petroleum products to help meet domestic demand; reduce the volumes and costs associated with importing fuels from abroad; and increase ERL’s output of fuels that meet more stringent environmental specifications.

SPM-pipeline project

ERL said the SPM and dual-pipeline project, which is a prerequisite for the ERL Unit 2 project and will be located at the west side of Maheshkhali Island to accommodate docking for a 120,000-dwt tanker, will involve unloading crude and HSD via two separate, 36-in. pipelines (offshore and onshore) for storage in tanks at Maheshkahli, from which the feedstocks will be pumped through two separate 18-in. onshore and offshore pipelines to the refinery for processing.

The use of two separate lines for crude and HSD supplies will eliminate product losses that otherwise would occur as a result of contamination if transported through a single line, ERL said.

Bangladesh SPM Project Starts HDD Crossing

On March 15, the crude oil pipeline of The Bangladesh Single Point Mooring (SPM) Project, which is built by CPP No. 4 Construction Company, commences drilling. The work is the first 914 mm large-diameter pipeline land-to-sea directional drilling undertaken by CPP.

First Batch of Line Pipes in Bangladesh SPM Project Reaches Chittagong

On February 18, local time, the first batch of steel pipes of the CPP Bangladesh Single Point Mooring Project has successfully arrived in Chittagong, Bangladesh after 17 days. All customs clearance work has proceeded in an orderly manner.

The shipping work is handled by CPP Material & Equipment Company (CPPMEC). On January 18, 268 three-layer polyethylene coated steel pipes with a total weight of 2,254 tons for Bangladesh single point mooring project are collected at the port. In order to ensure smooth customs clearance, CPPMEC has handled the customs formalities one week in advance and completed the declaration.

Objectives of the Project

Project in Brief The single point mooring will be located at the West side of Maheshkhali Island where 27 M depth is available, which is sufficient for docking a large tanker of 120,000 DWT. Unloading of crude oil and HSD from single point mooring will be done through two separate Ø36” pipelines (Offshore and Onshore) and will be stored into the storage tanks at Maheshkahli. Crude oil and HSD from there will be pumped to ERL through two separate Ø18” pipelines (Offshore and Onshore). Two separate lines for crude oil and HSD will eliminate significant product loss due to contamination if transported through single pipeline and ensure efficient and continuous transport of designed quantity of each product along the entire transport chain. This is a backward linkage project to the project "Installation of ERL Unit-2". Implementation of this project is pre-requisite for “Installation of ERL Unit-2” project.

Importance of this Project This project will provide huge savings of foreign currency. Upon commissioning & operation net savings of foreign currency will be more than 100 Million USD (Tk 78000.00 Lakh) per year.

Hilong’s “Hilong 106” CNPC Bangladesh Project enters implementation stage

(November 13th, 2019, Shanghai) After nearly two months of extensive and meticulous engineering preparations, Hilong Marine Engineering Company Limited's Derik laybarge "Hilong 106" officially set sail from Pasir Gudang,Johor Bahru, Malaysia on November 9th, 2019. This marks China Petroleum Pipeline Bureau’s (CPP) Bangladesh single-point and double-pipeline offshore construction project undertaken by“Hilong 106”, entering the implementation stage.

The Derik laybarge "Hilong 106" will commence operations in Bangladesh on or about November 30th.

Before the sailing ceremony, Hilong Group CEO Wang Tao and the management team of Hilong Marine Engineering Company Limited participated in the kick-off meeting. Wang Tao encouraged all project team members to carry forward the spirit of unity and hard work, and complete the project with quality in a safe and efficient manner, and ensure we meet the deadline.

He further stressed, "CPP’s Bangladesh single-point and double-pipeline project is the most complicated overseas construction project undertaken by “Hilong106”, and is of great significance for the company to expand into the international market. I believe that we will continue to uphold our professional and dedicated spirit as well as maintain a highly responsible attitude to provide customers with safe and high quality services."

The CPP project representatives also visited the site, reviewed the preparations and participated in the sailing ceremony.

Installation of single-point Mooring (SPM) with double pipe line project is located in the eastern part of the Bangladesh Bay,. The end client is Bangladesh Petroleum Corporation(BPC), which is affiliated to Eastern Refinery Ltd. (ERL).
